@ 10:52 am. Theft of Property 2nd. A.B. Stubbs Rd. Victim (Keisha Vickers) stated an unknown suspect removed two rings from her residence without her knowledge or permission.

$238 billion loss for U.S. mail; Saturday delivery may end
Snail mail might soon get even slower.
The cash-strapped U.S. Postal Service announced Tuesday that it will incur about $238 billion in losses in the next 10 years if Congress doesn't permit it to revamp its outdated business model.
The agency is proposing an adjusted mail service schedule, which will likely cut Saturday delivery, and eliminating its prepaid retiree health benefits. That alone, it says, will cut $90 billion in costs over the next 10 years.
The challenges hurting USPS's bottom line reflect a "macro change in society," Postmaster General Jack Potter said at a press conference Monday previewing the proposed changes. "All posts around the world are challenged, just as we are, by the diversion of hard copy to electronic medium."
USPS unveiled a list of cost cutting measures, including closing some branches and raising its prices, two moves which would both require Congressional approval. The agency also said that it expects to save another $123 billion between now and 2020 by renegotiating transportation contracts, cutting work hours, and expanding use of self-service kiosks in grocery stores and other popular retail spots -- measures that don't require Congressional approval.
USPS is trying to curb steep losses. It posted a $3.8 billion loss in its 2009 fiscal year, the latest in a multiyear string of whopping losses. Mail volume was down 12.7% for the year, a trend the agency expects to continue over the next decade as more consumers opt for online bill payments and message delivery.
The Post Office was $10 billion in debt as of Sept. 30 -- not far off from its $15 billion debt limit, which the agency expects to hit in its 2011 fiscal year.
USPS spent $4.8 million on studies by outside consultants, Accenture, the Boston Consulting Group and McKinsey and Co. to forecast a 10-year outlook and present a plan that the agency calls both "ambitious and aggressive." Any changes to the government agency's business model would have to be reviewed by the Postal Regulatory Commission, presented in a series of public hearings and approved by Congress.
The Post Office, an independent government agency, does not receive taxpayer dollars and is funded entirely by its own revenue. However, the Postal Reorganization Act of 1970 constrains the agency's operations. It prohibits USPS from closing small branches based solely on economic factors, and prevents the agency from expanding its services beyond postal delivery.
Post offices in some countries, including Italy and Japan, have boosted their sales by offering ancillary services, like banking. But unless Congress steps in, USPS cannot expand beyond the postal-mail realm.
Postmaster General Potter said relaxing some of the agency's stringent regulations could allow it to tap into its strengths as one of the largest retail networks in America, as well as "The Most Trusted Government Agency" -- a title USPS has won the last five years in a row.
With 32,000 post offices throughout the country, USPS has more retail locations than McDonald's (MCD, Fortune 500), Starbucks (SBUX, Fortune 500), Wal-Mart (WMT, Fortune 500) and Walgreens (WAG, Fortune 500) combined, Thomas Dohrmann, partner at McKinsey & Company, said in the presentation Monday. That said, the average foot traffic for a post office is about one tenth of that at Walgreens -- a mere 600 weekly customers.
USPS has already begun taking the axe to its budget. The agency made $6 billion in cuts last year, reducing its workforce by about 40,000 employees and chopping overtime hours, transportation costs and other expenses. Congress passed legislation allowing the organization to cut retiree health benefit payments by $4 billion.
Despite those measures, the agency still expects a net loss of $7.8 billion in fiscal 2010.
USPS employs about 600,000 workers and currently has a nationwide hiring freeze. Additionally, Chief Financial Officer Joseph Corbett says he expects to reduce its payrolls by the equivalent of 50,000 full-time employees in fiscal 2010 through natural attrition and by reducing overtime hours. The agency also wants to renegotiate its contracts with four unions in order to gain greater flexibility in scheduling part-time workers and moving employees across departments.
A significant postal price hike is also under consideration, although the price most consumers care about -- the rate for a first-class stamp -- is locked in at 44 cents for 2010.
"At the end of the day, I'm convinced that if we make the changes that are necessary, we can continue to provide universal service for America for decades to come," Potter said. "We can turn back from the red to the black, but there are some very significant changes that are going to have to be made.

Dothan Police Department responded to an armed robbery at Discount Tobacco Outlet, 4183 West Main Street
On September 17, 2011 the Dothan Police Department responded to an armed robbery at Discount Tobacco Outlet, 4183 West Main Street just after 7:00 p.m. Upon arrival, police learned a white male entered the store armed with a large knife and instructed the clerk to stay in the restroom. The suspect then blocked the restroom door and let a second suspect into the building. The suspects then took cash and miscellaneous items and left the store. The clerk was then able to exit the bathroom unharmed and call police.
The suspects are both described as white males, approximately 6’0 tall, medium build. The first suspect to enter the business was described as wearing a black skull cap or doorag over his head. The second suspect was described as wearing a dark tee shirt, khaki shorts with short brown hair. Police are asking anyone with information about the case or identity of the suspect to call the Dothan Police Department or CrimeStoppers 334-793-7000.
* The stores surveillance system captured the robbery however the weekend staff did not have the ability to burn the incident to DVD. Investigators will be returning to the location today to collect video. Copies will be made for media as early as possible; an email will be sent whenever they are ready.

On September 15, 2011 the Dothan Police Department made a felony arrest as a result of a recent investigation. According to police, Kenneth Morris Jr. was charged for theft and an investigation revealed he recently took a wallet containing cash and credit cards. Police say the wallet was briefly laid on the counter at a local convenience store by the victim during which time Morris entered the store and took the wallet. The case has now been closed following yesterday’s arrest.
· Kenneth Morris Jr., black male, 28 years of age, of Denton Road was arrested and charged with Second Degree Theft of Property with a $2,500 bond.

The Dothan Police Department Traffic Division responded to a fatal collision involving two vehicles and motorcyclist shortly after 7:30 p.m. on September 13, 2011
The Dothan Police Department Traffic Division responded to a fatal collision involving two vehicles and motorcyclist shortly after 7:30 p.m. on September 13, 2011. The crash occurred on Ross Clark Circle and claimed the life of twenty-four year old Kevin Blake Kelly of Dothan, Alabama. The victim was taken to a local hospital by ambulance immediately after the accident but succumbed to injuries received and passed away a short time after arrival at the hospital.
The Crash Team responded to the scene and conducted a preliminary investigation which revealed the motorcycle was traveling west bound on Ross Clark Circle in a left lane. As the motorcycle was traveling in the 3600 block of Ross Clark Circle a 2003 Mitsubishi Galant pulled onto Ross Clark Circle from a private drive pulling into the path of the motorcycle. The driver of the motorcycle landed on the roadway as a result of the initial collision. The victim was then struck by a 2001 Ford Expedition which was also traveling West Bound on Ross Clark Circle in what investigators call an unavoidable collision.
Initial reports made by witnessed advised both involved drivers had fled the scene. The preliminary investigation confirmed the driver of the Mitsubishi fled the scene; however the driver of the Ford Expedition did make contact with officers immediately after the crash. The Lieutenant over the Crash Team advised statements made by the driver of the Expedition were consistent with those of witness statements and charges are not expected. In regards to the driver of the Mitsubishi, Crash investigators spoke with persons of interest earlier today and have now identified and arrested the driver. Investigators say the case will remain open until the entire investigation can be completed.
The Dothan Police Department would like to extend our thoughts to the Kelly family during their time of loss.

Stockbridge may be next to ban saggy pants

The Henry County city would join its neighbors of Jonesboro and Hampton in banning low-riding trousers if it approves the ban.
A proposed ordinance would prohibit people from wearing clothes more than three inches below their hips, causing their underwear to be exposed.
Earlier this summer, Jonesboro enacted an ordinance that threatens violators with disorderly conduct charges. Hampton’s enforcement plan calls for warnings to first offenders and fines of $50 to $200 for future violations.

A Birmingham police officer killed his wife and then himself

IRONDALE, Alabama -- A Birmingham police officer killed his wife and then himself early this morning in Irondale.Authorities identified the officer as Rodney Jerome Wilson. His wife was Uteva Monique Wilson.
The 41-year-old detective apparently shot his 23-year-old wife and then got on his police radio and warned he was about to take his own life.
He asked for paramedics and a supervisor to come to the scene, and then said, "I won't be here when you get here," authorities said. The Birmingham dispatcher called Irondale police. Officers from both agencies responded to the scene.
Wilson used his duty weapon in the murder-suicide.
The woman's two small children were home at the time but not injured.
Jefferson County Deputy Coroner Bill Yates confirmed the deaths happened about 3:17 a.m. inside the couple's bedroom at Sharpsburg Manor Apartments on Sharpsburg Circle.
Yates referred other questions to police.
Efforts to reach Birmingham police officials were unsuccessful.
Irondale police are making a formal statement at Irondale City Hall this morning.

Dothan Police Department responded to an armed robbery at Kangaroo, 302 Ross Clark Circle just before 10:00 p.m
On September 5, 2011 the Dothan Police Department responded to an armed robbery at Kangaroo, 302 Ross Clark Circle just before 10:00 p.m. Upon arrival, police spoke to the clerk who stated the suspect entered the store armed with a handgun and demanded money. The suspect took U.S. Currency then fled running toward Vulcan Way. The suspect was described as a black male, dark complexion, approximately 5’01 tall weighing 130 pounds. The suspect was wearing blue jeans, black shirt and had a black rag over his face. Furthermore the clerk was able to advise the suspect was wearing black shoes and has a scar on his right arm.
Police are asking anyone with information about the case or identity of the suspect to call the Dothan Police Department or CrimeStoppers 334-793-7000.
Dothan Police Department responded to a residential burglary in the 1300 block of Sioux Street
On September 4, 2011 the Dothan Police Department responded to a residential burglary in the 1300 block of Sioux Street. An alert patrolman responding to the scene located the suspect as he fled the scene and detained the man who has now been charged with burglary following the incident which is believed to be domestically motivated. Investigators say the suspect kicked in the front door of a residence occupied by his estranged wife and her boyfriend. Once inside the residence, the suspect physically fought with the victims before fleeing. The case has now been closed following the arrest.
