Mexico Cartel Member Arrested for Kidnapping, Killing Children for Organs

Mexico
A suspected member of the Knights Templar, or Caballeros Templarios, drug cartel located in Mexico has been arrested on charges that he has been kidnapping and killing children in order to harvest their organs in order to sell them for the benefit of the cartel.  A police official in the western Mexican state, Michoacan, announced the arrest today.
The Public Safety Secretary of Michoacan, Carlos Castellanos Becerra, is accusing Manuel Plancarte Gaspar in the organ-trafficking scheme of the cartel. Plancarte Gaspar’s uncle, Enrique Plancarte Solis, holds a high rank within the Knights Templar cartel, having taken control after the death of the previous leader, Nazario Moreno, on March 9.   Castellanos Becerra stated that those involved in the ring allegedly kidnapped children, took them to houses previously rented and supplied with medical equipment, killed the children, and removed their organs. According to Castellanos Becerra, evidence gathered in their investigations, which are still open, suggests that several individuals in the ring sought out certain traits in people, preferring children, and kidnapped those who had them. He was unable to release further details due to the open status of the case.
Although Mexican police do not typically use Twitter to announce big developments, they took to the social network earlier today, tweeting a message regarding their  investigation into organ trafficking. A vigilante group leader, Dr. Jose Manuel Mireles, heard of the tweet and told local radio station, MVS Radio, that it was well-known by the area’s residents that the Knights Templar was harvesting organs. As proof, the leader of the group of civilians formed to protect themselves against Mexico’s drug cartels offered the cases of several children, all from the same school in Mexico City, who had been rescued from refrigerated containers within vans while they were being transported through his town of Tepalcatepec.  According to Mireles, the transport van had been headed to Lazaro Cardenas, a port city, but took a wrong turn and found themselves in Tepalcatepec.

Mireles believes that the children had probably been kidnapped during a parent-approved excursion to the beach. The children were eventually returned to their parents. There was no indication on when this event had taken place, and Mireles did not answer calls to his cell phone.
Police in Mexico stopped Plancarte Gaspar, 34, last week in a stolen car, along with one other suspect. Although the trafficking of crystal meth is no longer the main income source for the Knights Templar, who depend on illegal logging and mining as well as extortion to fund their group, police found crystal meth and cash on both men.
The World Heath Organization has estimated that of the 100,000 transplants that are performed worldwide every year, 10 percent involve the illegal trafficking of human organs.  The country of Costa Rica busted a large organ trafficking ring which involved members in Israel and Eastern Europe who used the country of Costa Rica and its citizens as a source for organs.  The conspiracy uncovered last year, however, consisted of people willingly selling their organs to the ring for large amounts of cash.  The allegations of kidnapping and killing Mexican children in order to harvest and sell their organs is clearly much more serious.

20 seconds after responding to a call for medical ‘help’ Deputy Trieu had killed a teenage girl.

yanira
A federal civil lawsuit was filed today against San Mateo county and a deputy, on behalf of the family of mentally ill 18 year old Yanira Serrano who was fatally shot by a County Sheriff’s deputy outside the family home on June 3.
In the newly released 9-1-1 tape, her brother is heard requesting medical help, as Serrano was schizophrenic and off of her medications.  He is heard in the tapes stating that it was not an emergency.
Within minutes Deputy Mehn Trieu arrived. Lorenzo Serrano was still on the phone with 9-1-1 as the gun shot rang out- despite dispatch stating paramedics were en route.
“With deliberate indifference to his own safety and the safety of others, he stopped his patrol car along the side of the Serrano home and immediately existed his patrol car. He knew he was the only unit there and that he was the only deputy there. He knew, or should have known, the standard police training required him to wait for other units to arrive, including a responding supervisor. He knew, per the dispatcher’s information, that the calling parties were not in danger and that there was no imminent threat to life or serious bodily injury. He knew, or should have known, that inserting himself blindly into the circumstances would escalate the emotions present at the time and contribute to the deterioration of Yanira Serrano’s state of mind.”
His teenage sister had allegedly charged at the officer with a kitchen knife.  The problem with this allegation is that due to a birth defect, she walked with a limp and was allegedly unable to run.
“She was born with a congenital defect of her left calf and foot; causing both to be significantly atrophied. Because of her obese condition and her atrophied left foot/leg, she could not meaningfully run and limped badly.” the lawsuit reads.

“Officers are required to take a look at the whole circumstance when they arrive on scene,” attorney Jonathan Melrod told Mercury News. “Was he really afraid of a slight, 18-year-old girl who was not even able to run? Or did he pull the trigger without adequate attempts to deescalate the situation?”
As the young girl bled out in the street, her mother and brother were kept away from her at gun point, despite pleading with the officer to go comfort their dying loved one.

Lawyers for the family maintain that Serrano would still be alive had the officer undergone Crisis Intervention Training, and knew how to interact with someone showing symptoms of schizophrenia.
A study released this year by the American Psychiatric Association found that CIT-trained officers “had sizable and persisting improvements in knowledge, diverse attitudes about mental illnesses and their treatments, self-efficacy for interacting with someone with psychosis or suicidality, social distance stigma, de-escalation skills and referral decisions.”
According to one estimate, in approximately 40 percent of officer-involved shootings in California, the victims have shown signs of mental illness.  In San Mateo county’s six fatal officer-involved shootings since 2010, four involved people who were mentally ill.
Unfortunately, with such a low percentage of California police being CIT certified,  they are rarely qualified to be the first responders.

Last month the district attorney declined to file criminal charges against the officer and called the murder “justified”.

These four children died this morning in an extra-alarm fire.

An apartment fire claimed the lives of four children in Chicago.

People in the Roseland community turned out Monday night in support of the children's grieving family after the fire broke out early Monday morning at 112th and Vernon.

Shamaya Coleman spent the day in surgery after suffering multiple broken bones when she and her boyfriend had to jump from an upper floor. Her children, however, would not make it out alive.

Heartbroken loved-ones gathered at the scene of tragedy beneath the third floor apartment where four young lives were lost.

"All I can say is I'm going to miss my babies," said Carl Clark. "I love my babies. I love Liysi-poo. I love my Mari."

A growing memorial of candles and teddy bears, and a release of blue and pink balloons Monday night in honor of the siblings, 15-year-old Carliysia Clark, her 13-year-old brother Carlvon, 12-year-old brother Shamarion and the youngest, 7-year-old Eri'ana Smith.

Their fathers united in grief.

"I love 'em. I'm going to miss 'em. I'm going to miss my babies. That's it. I can't say nothing else," Carl Clark said.

The fire broke out around 3:30 Monday morning in a largely-vacant second-floor apartment in the 18-unit building.

It's unclear who left the door open allowing the fire to spread. The flames raced upstairs where the children slept, trapping them in a bedroom.

Their mother, Shamaya Coleman, and her boyfriend Nate Johnson, were cut off from the kids, the searing heat forcing them to jump from the third floor.

"I saw a young lady laying on the ground, and she wasn't moving, and we heard the young man screaming for help. And so I called 911 and told them there was a fire," said resident Monique Hayes.

The children never made it out. The oldest, Carliysia, apparently died while shielding her baby sister. The two brothers also huddled together.

"Pray for my family. My sister has lost four of her children. We just need prayers," Monica Coleman said.

The cause of the fire is still under investigation. Neighbors say the family had complained for months about a back door to their apartment that wouldn't close, so maintenance placed a 2x4 across it. Fire officials, however, say that likely made little difference in the family's attempt to escape because the flames spread so quickly. Building management declined to comment.

A GoFundMe page has been established to raise money for the children's burial and services: http://www.gofundme.com/e8xib4.

BUILDING HISTORY

The ABC7 I-Team found city of Chicago building records online that show the apartment building failed several inspections in the last nine years, including the most recent one, in June.

The 18-unit apartment building has been in court before for building code violations. In fact, the list of violations back to 2006 is 10 pages long. It has failed its last two annual inspections, and just three months ago, inspectors found 17 violations including missing smoke and carbon monoxide detectors. Fire officials say there were no working smoke detectors in the apartments where the fire started and where the fatalities occurred.

J & J Real Estate Management, the company that manages the apartment complex, said in a statement Monday that "our hearts go out to family members that lost loved ones and displaced families."

Public records state Dr. Tahir M. Sheikh, of Oak Brook, has owned the building since October 2013. Eyewitness News was unable to reach Sheikh for comment.

The cause of the fire is still under investigation, but it is not being called suspicious.
