Laketia Marie Tharpe, black female, 25 years of age, of Ozark, Alabama is WANTED with Fraudulent Use of a Credit or Debit Card.


The Dothan Police Department is seeking the help of our local community in locating a woman wanted for fraud. Police say the original incident occurred on April 28, 2012, when a woman’s purse was stolen. The purse contained a credit card and debit card that were then used numerous times immediately after the theft before card services could be cancelled. On May 16, 2012 investigators arrested Lakevia Shider and said additional charges were pending at that time.

Police have now identified a second woman wanted in conjunction with this crime and have information that she may have fled to Florida following the arrest of her accomplice. Investigators have signed warrants against Laketia Tharpe and are asking anyone with information about the case or location of the suspect to call the Dothan Police Department or CrimeStoppers 334-793-7000.

Dothan Police Department responded to an unlawful breaking and entering of a vehicle that was parked in the 600 block of East Adams Street

On April 27, 2012 the Dothan Police Department responded to an unlawful breaking and entering of a vehicle that was parked in the 600 block of East Adams Street. Investigators have worked diligently on this case and have now identified and arrested the suspect, Johnny Dawsey, bringing this case to a close.


·        Johnny Dawsey, black male, 34 years of age, of Keyton Lane was arrested and charged with unlawful breaking and entering of a vehicle with a $15,000 bond.

A Mother’s Plea For Justice

There are few if any losses one can experience in life worse than the loss of a child; this everyone can agree upon. On Jan 31, Velma Jean Humphrey, whose son Patrick Humphrey had a history of mental health problems, decided to call 911 and ask for help as her search for a refill for his medicine had been unsuccessful. Her hope was the medics or a trip to the emergency room could give him what he needed. Patrick had never been a problem nor had there been any history of violence.

At approximately 3:15 a.m., a medic and his assistant entered the home and rushed into Patrick’s bedroom. It is unclear whether proper EMS procedure was followed, but what is clear is Patrick did not give his consent to the medics to help him and repeatedly requested for them to leave his room. At some point the argument turned physical when Patrick then forced his way outside of his home, and police were called to assist the medics. In a conversation with Headland EMS chief Chad Hughes, he refused any comment citing patient confidentiality acts and stated we can only give copies of our records to the victim. In this case he’s deceased. When asked if the law allows the “next of kin”, in this case the mother Velma Jean Humphrey, to receive them as a matter of law, he acknowledged they did, but then ridiculously questioned whether Patrick Humphrey’s mother could be considered next of kin, and said he would not release the records to her or anyone else.
What can be agreed on by all who were present is the first officer on the scene, Tony Franks, who goes by the name “Big Tiny” and weighs nearly 300 pounds, arrived, and Patrick, in a state of confusion, banged his hands on the police car door. As the obese patrolman attempted to open his door, Patrick grabbed him briefly, and the officer discharged his weapon which grazed Patrick’s chest. Patrick then quickly retreated into his neighbor’s yard saying he was sorry. The large overweight patrolman slipped to the ground, unable to get up without assistance due to his size, and then asked Patrick’s mother to help get his vehicle into park. At this point what should have then been a deescalation of violence according to police department training, an inexperienced officer with a questionable past arrived on the scene with his weapon drawn. According to multiple eyewitnesses, Smith approached Patrick Humphrey and ordered him to “Get on the ground” multiple times. Patrick, clearly unarmed, then moved at a diagonal route to cross the street to return to his home and mother less than 20 feet away. Patrick, with palms open and hands extended, repeatedly shouted he was unarmed did not have a gun and “ I ain’t got nothing”.
Patrolman Tony Smith then, instead of following the police procedures of and deescalation in the department’s Use of Force Policy, which he had signed and acknowledged his full understanding of, made the decision to not use the taser on his belt or wait for any further backup which was minutes away. Instead he nervously fired his weapon which struck Patrick Humphrey in the lower torso and resulted in his death.
The policeman then approached a fallen Patrick, saw his mortal wounds and empty hands, walked over to his mother profusely crying saying he was sorry and became sick vomitting in her front yard, falling to his knees and throwing his firearm on the hood of a nearby car. Patrick, bleeding with a severed artery, lay in the street unattended.
It is not always easy for any officer to make a decision to use deadly force nor can at times there be a clear decision according to two highly decorated officers who train police departments we spoke with. What is clear is that officer Smith did not choose to deescalate the situation or use any of the techniques he had been trained to subdue an unarmed Patrick Humphrey. Whether this action is criminal or just incompetent police work is unclear.
But what can be determined about the Patrick Humphrey shooting by Patrolman Tony Smith is clear. Patrick, by according to eyewitness accounts and his mother, lay unattended for close to 10 minutes while he bled to death and minutes are everything in trauma care. His mother was prevented from going to him as a dying Patrick reached out to her for help. What is also clear is the subsequent investigation into the shooting, at best, is absurdly incompetent or clear evidence of corruption. Three witnesses exist, and authorities have known this since the morning of the shooting. At the D.A’s direction two primary eyewitnesses have not been allowed to tell their story. Strangely, under the direction of this district attorney, Doug Valeska, investigators have purposely not interviewed them. Law enforcement officers know they were present and have commented to me that this is one of the worst cases they have ever known.

Repeatedly, the advocate of the family, local pastor Kenny Sharpton Glasgow has requested the police report for the family and has been denied. This behavior is the core of Glasgow’s complaint and continued struggle against a police department, that we discovered after investigating, has serious credibility issues and what appears to be a pattern of racial harassment among its residents. At first, I must confess, I was highly skeptical that anyone would be treated differently by the Headland Police Department and could not see the logic in a march Pastor Glasgow held where a small group marched through downtown Headland demanding justice. I was very mistaken and have been appalled at the conduct of the police department and blatant disregard for state law. I am further concerned when our community’s retired judges and law enforcement officials speak quietly that there is something very wrong here, and its quickly becoming an embarrassment to our community.
The Alabama code and the office of the Attorney General’s previous opinions are crystal clear in this matter, and it is not legal for Headland Police Chief Mark Jones or District Attorney Doug Valeska to withhold this document from the public. This newspaper has asked, twice been refused, once after being told once if I provided them with the appropriate legal reference, they would give me a copy. I did, and have further provided the department with the attorney’s general opinion on the matter. Yet, the police department still insists on violating state statues and withholding these records from the family and public. After the third discussion with Sergeant Langley of the Headland Police department he stated we are not going to give out the police report as we have been told not to, when asked who told him this, he stated, you need to ask Doug Valeska for it. After I asked him point blank what authority does Doug Valeska have in the operation of the Headland police Department to violate the attorney general’s opinion and the state law that compels them to release the report, he merely said, They have to do what they are told by him and informed me he was going to end the conversation.
Why and who is to hold them responsible for such a continued violation of law? This, to quote a local Pastor Kenny Sharpton Glasgow, is how they operate, Instead of a open and transparent police department based on law and policies, under Chief Jones has chosen a very different path that breeds distrust and fear into the local community.  And, indeed, several people we spoke with gave stories of racial harassment, routine public use of racial slurs and described what appears to be a pattern of racial intimidation and persecution by some members of the police department. I’m a conservative republican who wears muddy boots, drives a truck, have roots here dating back to before the civil war (not that any of that should matter but in reality it does) and I can now attest to this as well. After days of mulling over what I saw and heard directly from the police department, the EMS director and credible members of the Patrick Humphrey’s community I have known for decades, it left me stunned and asking one simple question.

How is it possible that the witnesses were not interviewed in not one investigation but two as directed by District Attorney Doug Valeska?
There are only a two conclusions a reasonable person might come to
  1. the D.A’s office and investigators at his direction are grossly incompetent.
  2. There is something very wrong going on and the federal authorities- in this case the Department of Justice and FBI, need to step in and investigate what the district attorney’s office has done and why primary witnesses (some of whom we have known for over 15 years and are highly credible) appear to be purposely excluded to prevent their testimony and the motivations behind it determined and appropriate parties removed from office and prosecuted.
One final note -  some in the local press and city government have stated that this is a racial issue. I strongly disagree. This is a moral, legal and ethical issue and when a mother’s plea for justice is not answered …we as a community must hear it.

Last year, the citizen’s of Dothan joined in this national effort to promote police-community partnerships, crime prevention and neighborhood camaraderie. The Dothan Police Department was recently notified by the National Association of Town Watch (NATW) and congratulated for an award we were awarded for outstanding participation in the 28th Annual National Night Out. This year we have plans to make our event even BIGGER and BETTER!

For National Night Out 2012 The Dothan Police Department will once again join forces with other local law enforcement agencies to promote crime and drug prevention throughout the City of Dothan/Houston County. A sneak peak at this years agenda shows that in addition to the National Night Out event, the Dothan Police Department will once again host neighborhood cookouts. The newest addition for 2012 is an early bird event we have added to this year’s venue. We have planned a great night of entertainment for the whole family in June to bring awareness and funding to our event.

49 DISMEMBERED BODIES FOUND ON ROAD FROM MONTERREY, MEXICO TO TEXAS

SAN JUAN, MEXICO - On Sunday officials in Mexico reported that forty-nine dismembered bodies were found along a highway that leads from Monterrey, Mexico to Texas. The bodies had been mutilated and hacked apart.  The heads, hands and feet were gone. The dead included 43 men and 6 women.
The AP describes the bodies as being “scattered in a pool of blood” near Cadereyta Jimenez and the town of San Juan. The body dump was located just 105 miles west-southwest of McAllen, Texas, or 75 miles southwest of the Roma, Texas border crossing

A welcome sign near what is being described as the killing field was covered with a graffiti message, “100% Zeta.” The Zetas are one of the two largest, and most violent, drug cartels in Mexico.
Jorge Domene, a Mexican state security spokesman, said in a press conference on Sunday, "This continues to be violence between criminal groups.  This is not an attack against the civilian population."
One might argue that psychologically it is an attack on any citizen who passes by a pile of 49 mutilated bodies alongside a roadway.  The identities of those killed is unknown.
Domene said,"What's complicating the identification of all the people was that they were all headless." Domene confirmed that the Zetas have claimed responsibility for the killings.
The body count however in just the past few months is on the rise in an already unimaginably bloody Mexican war on drugs that has resulted in 47,500 deaths over the past six years.

The AP reports that 14 mutilated bodies were left in a minivan in downtown Nuevo Laredo, adjacent to Laredo, Texas on April 17.
On May 5, 23 bodies were found near Nuevo Laredo City Hall, some were hanging from a bridge, the others decapitated.

On May 9, 18 dismembered bodies were dumped outside of Mexico’s second-largest city, Guadalajara.
In September 35 bodies were dumped in Veracruz.
In August the Zeta’s attacked a Monterrey casino killing 52 people.

Nuevo Laredo and Monterrey are territory claimed by the Zetas gang. Guadalajara has been controlled by the Sinaloa cartel, the Zeta’s top rival for control of lucrative drug routes into the U.S.

Alexandra V. Tobias is awaiting trial after pleading guilty to shaking her 3-month-old son to death. Can you believe that the Florida woman committed this senseless act of violence because her infant's cries were distracting her while she was playing Farmville on Facebook? How could this happen? 

 

If there is any justice Alexandra V. Tobiaswill spend the rest of her life behind bars. The 22-year-old Jacksonville, Florida resident recently plead guilty to killing her 3-month-old son over an online game. She admits that Dylan Lee Edmonsonhad been crying for a while as she played the popular Facebook game Farmville.
Alexandra told police that when the infant wouldn't stop crying, last January, she stepped away from the game long enough to shake the boy, smoke a cigarette and then shake the boy again. The unfit mother suggested that little Dylan "may have hit his head during the shaking."
Disgusting. I can't stomach this kind of abuse. Considering that so many of my friends and family are struggling to conceive, it really enrages me that mothers can be so careless with the kids they were blessed to have.

Dylan's death has been classified as second-degree murder, so if convicted, Alexandra faces the possibility of life in prison. The Farmville craze - it has more than 75 million users who earn virtual money by growing and harvesting crops - is becoming a big cause for concern because there are so many reports of players, like Alexandra, have become addicted to the game.

Dr. Phil even featured a Farmville-addicted mother on his talk show in January. Playing Farmville online became an obsession for this woman. She admits to being on the computer playing from the moment she wakes up until late into the night, while her kids were eating microwaveable meals and living in filth.
If you find yourself spending way too much time taking care of your cyber crops, Dr. Phil suggests deleting the game to ensure that it doesn't become a bigger problem.

Dothan man arrested for cohabitating 16 yr female with unlawful sexual relations

On May 11, 2012 the Dothan Police Department Juvenile Investigative Division made a felony arrest following a recent investigation. Due to the sensitive nature of the case limited details are being released however police say Kevin Lozano was arrested and charged with three counts of Second Degree Rape after police built a case which proved Lozano cohabitated and had unlawful relations with the victim who was under the age of sixteen.


·        Kevin Lozano, white male, 30 years of age, of Trillium Circle was arrested and charged with three counts of Second Degree Rape with bonds totaling $90,000.

On May 12, 2012 the Dothan Police Department became involved in a vehicle pursuit when an alert patrolman got behind a suspect from an earlier call. Police responded to a breaking and entering call at Kangaroo Station, 4196 Ross Clark Circle. 
The victim told police she was at the air pump putting air in her tires when she heard the car door open and close. She looked up to see a man running from her vehicle with her purse. She chased the man to his vehicle and reached through the window in an attempt to retrieve her purse.
 The suspect then put the car into drive, dragging the victim a short distance before she released the car having sustained minor injuries to her hand and arm. Responding officers were given a description of the man and the vehicle which was seen a few minutes later by an officer responding to the area. 

A vehicle pursuit began and continued to the vicinity of Persimmon and East Stough Street where the driver then fled on foot from the vehicle. The officer continued the pursuit on foot and took the suspect into custody. Police recovered the victims’ purse and transported the suspect to the jail bringing this case to a close.



·        Samuel Hicks, black male, 50 years of age, of Ashford, Alabama was arrested and charged with Attempted Assault First Degree and Unlawful Breaking and Entering with bond being set later today.

Dothan Police Department responded an armed robbery in progress at 3331 West Main Street, Five Star Federal Credit Union

On May 9, 2012 the Dothan Police Department responded an armed robbery in progress at 3331 West Main Street, Five Star Federal Credit Union. Upon arrival, police learned a black male wearing a ski mask entered the bank armed with a handgun. The suspect jumped over the teller counter and ordered tellers to the floor before removing cash from the cash drawers. The suspect then fled on foot from the bank.

Investigators responded to the scene and began an extensive investigation that continued throughout the day. Following the investigation, twin brothers Devon and Devin Jackson were identified as the suspects responsible for this crime. Investigators identified Devon as the suspect who entered the bank and Devin as the lookout and get-away driver. Both suspects were located and arrested bringing this case to a close.

·        Devon Jackson, black male, 28 years of age, of Midland City, Alabama was arrested and charged with First Degree Robbery.

·        Devin Jackson, black male, 28 years of age, of Redmond Road was arrested and charged with First Degree Robbery.

Dothan Police Department made a felony arrest for burglary after an alert patrolman observed two males wearing dark clothing and gloves



On May 9, 2012 the Dothan Police Department made a felony arrest for burglary after an alert patrolman observed two males wearing dark clothing and gloves in the vicinity of the 400 block of South Oates Street.  Upon seeing the patrol car, both men fled on foot.  Moments later, night shift officers located and detained one of the subjects who was still wearing black latex gloves. Consequently, officers began checking nearby businesses for burglaries and discovered that the glass had been shattered at 463 South Oates, Rock Bottom Audio and Tint. Officers matched the shoe print of the suspect in custody, Lewis Cunningham, with one located at the crime scene.  Investigators say Cunningham was arrested for burglary and went on to say the case is pending regarding possible additional suspects. Police are asking anyone with information about the case or identity of the second suspect to call the Dothan Police Department or CrimeStoppers 334-793-7000.

 


·        Lewis Cunningham, black male, 20 years of age, of Citadel Avenue was arrested and charged with a $5,000 bond.
